State Representatives Lucetta Elmer (R-District 24) & Anna Scharf (R-District 23)

PORTLAND, February 21, 2025 — The Oregon Winegrowers Association (OWA) presented State Representatives Lucetta Elmer (R-District 24) and Anna Scharf (R-District 23) with its Oregon Wine Leadership Award during the Oregon Legislative Wine Caucus reception February 19 in Salem.

Craig Camp, OWA President, presented the award: “Representatives Elmer and Scharf have developed deep connections in the wine industry and an appreciation for the vital role of Oregon’s wine industry in our economy and rural communities. Their leadership in Salem has been instrumental in navigating policy challenges facing our wineries and growers.”

Representative Elmer is an Oregon Legislative Wine Caucus co-chair and has been a promoter and champion of Oregon’s wine industry since joining the legislature in 2022. Elmer has deep roots in Yamhill County, where she grew up on a family farm before building a career as a small family business owner in McMinnville. She knows how important wine is to rural economies, with a focus on promoting tourism and tasting room visits. She has also been a key voice fighting wine tax increases.

“Wine is so much more than a drink. It symbolizes community, creativity, a time, a place, a passion. It is an honor to be recognized by those within this craft,” said Elmer. “I’m proud to represent the “Pinot Noir Paradise” in House District 24. I raise my glass to continuing to the celebration of this beautiful industry.”

Representative Scharf and her family have a farming business, with a focus on wine grapes, hazelnuts, and grass seed. She is the only current member of the Oregon legislature who grows grapes. She is a leading voice in the legislature on agriculture issues, including promoting rural farming communities. She has been steadfast in supporting the Oregon wine industry since joining the legislature in 2021, taking on a leadership role within the Oregon Legislative Wine Caucus and focusing on key issues like wine bottle recycling and reuse.

“I take pride in being the only legislative member who has a working vineyard,” said Representative Scharf. “Ag and small business is something I’m very passionate about and always try to advocate for. I appreciate this recognition.”
